people do say it's OP but the way I see it is it's only OP because of how easy it is to get to it. I'd personally like there to be a whole filtering system with the Gov Database and an easy way to balance it out would be to add enforcers constantly working in the office and make it so there's no open reception for those offices. The enforcers could have a barrack in some wing of the Town Hall so that you don't have to add more residential areas for them to live in.

to go a bit further, if they were to heavily update the gov database they could have a tick in generation for "Legacy Gov Database"

i agree with you, if the access to gov database gets harder, then it would still be balanced even if it had filters and features like search by prints, but it should be way more difficult to access it than it is now
