Actually even if you select no apartment for sandbox mode you still have one. And i think we can consider the tutorial case canon in terms of apartment stuff too.
(I think the sandbox thing is just a bug)
What if, camera is part of the default kit (so at the top) but you have buy film for it (which doesn’t take up inventory) and there’s a cap on how much film you can hold at once, also cap lockpicks at once
yeah ive seen a couple cameras about in each play through so its not an issue, but i cant imagine how difficult finding one would bewhen you need it.. something to consider at least

Yea, I'm saying I've started games where I did not have the option to use the "show apartment" button in the map view and did not show up in the directory until I bought an apartment. Are you certain you actually turned off starting apartment?
Did you start your sandbox game in The Dead of Night's default world, Charlotte Heights? Because I noticed even a sandbox save in that city starts with a key to 303 Gomez
I saw you already found out but nah, the one where I didn’t start in an apartment was one i generated. I do have a sandbox in the default city but because of the apartment in my previous one existing I figured i may as well officially have it
