I could be wrong about this, but I don't think the intention of those sync disks is to give you any authority, but is simply a cheeky name for what it does since you take pictures of bathrooms or kitchens and get rewarded based on how dirty they are.
If they get mad about the camera even after you pay for the guest pass via dialog AND have the sync disk though, I'd agree completely.
It's kind of weird normal people get mad at cameras anyhow.

Then again, with the state most of these kitchens are in, I wouldn't want a health inspector taking a picture of them regardless
Perhaps, but normal people getting mad at cameras in general seems like a weird thing. The flip side to this issue I think is that the only way to really do the health inspector restaurant version is to break in when they are closed, which is way too much work. Just go into bathrooms where you aren't trespassing.
Especially since there's literally cameras on every street corner lmao
They should only get mad about a camera if you put it right in their face or use it in a private area.
Technically the kitchen is a private area though right?
If you are a health inspector with a guest pass it should override that.
