Like I said, it’s not a hard no but it’s not likely. Combating other civilizations will most likely come in the forms of trade disputes, resource scarcity, bottlenecking, etc. It’s been said numerous times that PVP is not impossible, but it most likely won’t happen. It creates issues with PVP territories, play styles, etc.
