As the title says, could be exploited super easily. I'd LOVE to be able to write in journals and all of that, but especially with art, there's just no way you can monitor what people are doing

but judging from what they've said about tailoring custom clothes and masonry I assume they've thought about it for those options too.
Well, Animal Crossing: New Horizons allows you to upload custom made images as designs in game. Anyone that uploads an image must first agree to the rules set by Nintendo, and anyone that sees an image in game can report it for breaking those rules. There is a vast playerbase for that game including many minors and it has worked very well overall from what I've heard
I've seen people wearing (interesting German party) clothing in Animal Crossing with the sign and all. It wasn't monitored at all

It only works if a player reports it. There's no system that will be perfect
