So the first line may be a bit worrying, as Game of War and Mobile Strike are typical mobile games...
but personally I personally have rather nice feeling, considering my favorite MMO came from devs that before just made mobile games

A pre-alpha does actually make sense
They have a probably near finished or half-finished game, but they will need testers for both server stress tests, and to find things that wouldn't have been found if played intentionally
As the devs will probably tend to play the game how they view it should be played, so having testers that will play it in ways that may have not been intended would be very useful to note and help with finding bugs and other issues that wouldnt have been found

I'd go for testing and be very very cautious with how I make it
As unlike a survival game, MMOs present the issues such as servers, lag, and bugs caused by server lag

My full view, until QnA i guess:
So, of course, we can not do guilty until proven otherwise, this just isn't fair, even is some parts may look questionable, they haven't taken any money yet [at least not from players] and they didn't even have much time to react to this massive amount of feedback.
-Trailer:
There's really loads of possibilities here:
a) The game is ready for selling, and this is their [early access, but still] release. For MMO not attracting enough population at start might just mean a dead game. Especially when they aim for it to be focused on community
b) The game is not finished enough to sell, even on lowered price and early access. The people they were looking for was closer to testers, than players. Again, if they wish to test some things, they need a lot of people, looking at their reaction, they did not expect this many people or this much excitement.
c) It's a scam.
In my opinion B is the most likely. A is dubious, since it's a small team, that only recently funding.
-Survey:
It caught my attention as well. It seems a lot more like one to gather data to sell, rather to use for feedback and development. Now that i think about it, it does look very similar to one that Genshin Impact sent..
I checked the survey again, and noticed this text:
"Please fill out this optional survey to greatly improve your chances of being selected for the Pre-Alpha." imo kinda creepy, but giving a reward for your time is reasonable i guess
a) They genuinely hope to use some of that information to steer towards a game most of their players want.
b) They wanted to gain some extra funding, which is critical to expand studio and finish up the game
c) It's just a 2nd way to gain even more money on this scam.
Honestly, i'm not sure but maybe a mix of A and B? But if it was A, why not make the survey longer?

I honestly just dont have much idea how weird is that, could be anything for me, but Nona is concerned about it, so i guess this is a mid tier red flag
I doubt game is gonna be closed to finish in pre-alpha, i'm setting my expectations for about 2-3 years of development at least, the studio is just too small and got that 4mil funding only recently.
I have some worries about the game being just a cheap jump on the train, i almost completly discard the possibility of it being just a scam.
This is mainly due to how they act, how they've got profile pictures on their website, how they've added 3 channels[ #archived-questions , #suggestions and #game-speculation, for community to engage and give them feedback], how 3Blade actually sent a messege in #archived-memes
