When you haven't discovered the recipe the blueprint stays in the crafting workshop, and then once you build it it is added to the construction menu "B" but you will still have to go to the table to create it
It is possible that Brico asks to be level 35 instead of 30

I learned them before the update that added more tiers of recipes, maybe it has locked me out of them

Well, it's possible, but it would still be strange...
After the recipes I bought I had this plan that appeared I don't know if you have it too but you have to be 70 in construction lol
