Currently all UI windows that we're able to open are somehow click-through. You can interact with environment underneath those windows where I believe it should be a thing. It causes a lot of issues like trying to eat or use something when crafting and then being moved to that specific area which we've interacted with due to window not catching click event exclusively.

I've observed this too
this has been a problem for a very very long time, and i'm getting tired of it. It's specifically the "interact" click interaction that ignores UI. For me, I use left mouse button to move, right button to interact with things in the world.
which is a pain, because you often need to right click on items to select the right action to do like eat a food item (instead of transfer it to any open chest/deployable inventory) or put a gear item back into the vault. Left clicking on UI panels does not cause my character to run off to the location, but right click will if there was an interactable object at that position.
what i did instead is left click to move, shift left click to move + interact
