Could there be a menu where players can see what settlements are currently looking to buy supplies and at how much. Along with a location on the map where the settlement is.
This is beneficial to both the players and the settlement owners. Also gives players objectives if they are looking for ways to make Hexcoin.

The claim supplies though you have to drag and drop the supplies on the settlement's claim totem.

Maybe as a Claim Owner you could post listings in the Marketplace (be it from the Marketplace window, or from the Totem window, whatever makes more sense) for Supplies-related resources, set the price and the amount you want to buy, and post it, so players can interact with those listings like all the other listings in the Marketplace, but in the background, those listings would be added straight to the Totem as supplies, and be paid for from the Treasury?
You could just set the listing as an individual player, but then you have to move them to the totem, like Zuryk says. And I'm sure most players will not go to the totem to see if they are buying supplies, they'll just go to the Marketplace, so it makes sense for the listing to be there, just on behalf of the Totem, not the player.
