it is possible that

they signed up after march 31 which means referrals dont count
they got purged for cheating during their quests

i think on march 31 all xp was added into everyones account

There are still issues with the Hub, we are aware of this.
Please keep in mind that many of the rewards will only be active in-game with actual game launch, so fixing Hub issues is currently not the highest priority.
My apologies, I know how frustrating this can be.
