It's your pc ip if you use the Lan option. If you use the Remote option, the Remote access is via the PC IP address that Tailscale will have assigned to you.

Sure it can guess 192.168 but I hope we're not checking every IP to see if it's listening on 8080 and has /api/levers 💀

No need. The application uses your phone's IP address and also scans the IP range from xx.xx.xx.0 to xx.xx.xx.254. Then it will connect you automatically.
