Yeah Phoebe is not good on mobs, she's very good for 1v1 though, extremely so since her abilities are circle impact. But if you managed to position just right you can catch big mobs inside her ability circles, every single beings inside got equal amount of damage, every single one (sometimes it lagged my game lol)
