Basically, laplus went down bleeding out after the initial no seatbelt, lamenting she didn't get down by a shoot out, (who died at the same time as the police who died in the shootout)... Noel comes up, and she says, "I didn't die to a shoot out, i died cause i seatbelt" which noel reports back to Subaru saying it wasn't a shoot out, it was seatbelt, which subaru assumes the other 5 cops also died to seatbelt issues not realizing those 5 did die in a shoot out LOL and the big misunderstanding making Miko and the others mad lol

So basically, towa was coming from another robbery trying to sell goods, calli runs into them, thinks theyré going to rob another convience store (they weren't)

towa and co also realized they passed calli (or just a regualr cop car) think it's patrol, towa sees calli, thinking they were onto them from previous string of robberies start shooting. Calli reports it's a white car

Botan eventually finds them (it's a different car and slow at this point), tell them to stop, they didn't since towa points out there no siren, after botan turns it on and stops them, towa tell ayame to shoot out, which lead to that shoot out

Towa and Ayame were planning to shoot the police if they ever came throughout their konbini store robberies due to no hostage

And calli only reported it was a white car (not sure if Calli actually told calli the purple hair person shot her)

It feels like the only way to really buff police is to make putting seatbelt when entering vehicle become automatic. Because the amount of police unable to reach intended location before its to late because of seatbelt related incident in the past few days are to much compared to other grouping

Personally, I think Sun has the best suggestion which is simply let Cops use radio when they're down.
Wouldn't magically solve all the issues but would probably allow the police to coordinate a lot more easily

For me it feels like match of stack/group party vs solo rank in 1 game of moba. Because gang side can plan which battle ground they take and with which team composition while currently police are just solo queue from nearby place to react to that battle gang choose.

So changing this "solo queue" into more consistent small grouping feels like good starting point and they also need to make grouping that not have problem like Reine case above. Which is really hard if we look at the police roster.......

Iroha was doing good at the airport at catching Bae in her car, but Bae just got out and opened fire on her and Iroha had very little chance to respond by herself.

but yeah a performance based system for the cops is still a bit tough, i'm sure someone could think one up, but is certainly not built into normally FiveM i believe

Instead of a performance-based system, they should remove the tedious parts about being a cop.
Stuff like arriving to an empty crime scene, the long wait at the hospital, the expensive fee for everything, food and drinks and meter, etc.
You know what, do that for everyone so this server can be more casual

Everything is a bit much for beginner players, they can increase the difficulty later or reserve it for VCR where there are more players and more skilled players
