From what I understood and still remember of the chapter
||- Hare is a living representation of the Shariac stigma born out of Cecilia's sacrifice during the second eruption against Sirin, just a lot later than it ended

• I don't think this is explained clearly in the game but either something about being a living stigma just kills people without their own stigmata/some amount of adaptability, or it's related to the Abyss Flower
• I don't remember this third part with the blackout that much but I think it's safe to assume Alexandria survived until Bronya was born, and at some point Hare died and got reborn without that curse
