Based on what I've read, it's a combination of several factors but one reason why they review bombed the game was because of the triple herrscher release and how it'll power creep the game. They do dislike HoFi's design though, several peeps have already made changes on it.

To be honest, the design looks beautiful already, perhaps it's just the color scheme that's similar to HoFs? Because both outfits have high white ratios.

It does share a semblance with Time Runner, thus becoming kind of lackluster considering that it's supposedly their last form as herrschers. The added wings are very nice, plus she seemed like a mermaid swimming through the air while performing attacks, but I guess people wanted it to be more grand since, as a I said, it's the last suit that they'll probably get.
