The USSR had a smaller army fielded than Germany at the start of the war, they weren't really mobilized. Stalin didn't think Hitler was goinmg to invade. They did mobilize very quickly though lol. But as seen in the later stages of the Eastern front they outmaunvered and outbombarded the Germans.
