No Motion Blur at low FPS

I know Motion Blur is good, but at low fps it becomes really bad, so add an option to always make the motion blur effect to not work when the fps is low, like 25-1 fps

i get 400-350 and higher fps,(i know there're people get 2000fps) but the game might lag when you join a lobby with over 100 players and they're all afk at the spawn point
