I don't think that they mean that they would be copying capes, just simply a way to disable / enable capes that you already owned

I'm pretty sure you can disable Mojang capes already in the Minecraft settings.

can you choose what mojang cape you want to wear there? i think they mean an offcial mojang cape selector in game
