Heather is my 2nd spec ops hero, angelica was my 1st.

I didn't go for hitman or terminator frankly cause I wasn't willing to spend that much and each new collab / reso hero just makes the prior redundant.

So, since getting her 4* and skills unlocked I haven't bought anymore collab bundles as its simply not worth it, if I was to upgrade her more however then I'd focus on skills.

But, in her current state she's good enough

Even non spec ops version is better than non spec ops hitman

So from f2p perspective she's an upgrade.

For Heather it's pretty easy.
Since we knew from start of collab event that there is only one kind of frags for normal resonating and special ops version, you should have make your decision to make her spec ops very early. We also knew from beginning that making her spec ops will reset her progress to 0, and that you only get the frags back which were used for skills.
So upgrading her level far and then making her spec ops is definitely a waste of frags

Morale pretty much comes from collections. The easiest way for most to get some morale is from memorial statues, these are usually pretty good to get in jungle gems.

Each time a set is leveled up equally you can gain some morale, each set has a different range of morale it gives

Excluding memorial statues its usually include HQ, March Skin, Frame, and Decorations. (Wings too on higher sets)
