You can't prevent random players from messaging you ,anyone can message you . but you can block random players by clicking on their profile picture in a chat either pm, sc , ac or even from world chat .

There's a bug or issue that when you try message random players sometimes your message won't get delivered if they not in your contact list at first time. Though they can try open your profile properly and then message, and it will work.
