So I doubt there is any info about it

But I don't think devs will add them to old states

I took a close look to them and it seems like they are not bunkers, the building desing it’s like a bunker but the rewards given are like the investigation centers in old states(i think that is the name of the small buildings around the state that gives construction, investigation, dmg, …. Buffs)

My theory is that those kind of builidings will have the role of investigation centers but will be like the bunker and ff event that you have to retake them every week to get rewards, in this case keep the buff
