If all mines are occupied then the miner you hold will stay still
Because instead of finding a mine, it will stay there

can you command a miner to stand still and go back to mining without interupting the other miners from standing still?

Yes, but the miner will stay still only at the base, not in another part of the field.
i mean as in having 2 miners stand still and then command one of them to go back to mining.
I think that when you order them to stay still, they will not obey you and will continue mining.

I tried this with both miners, enslaved and normal. When there were only two enslaved miners, I was allowed to send them out on the attack, and they would obey me when I ordered them to stay put. But all enslaved miners stay put, and I can't leave one of them standing and order the others to go mining. They'll just go to garrison. Once I trained a third enslaved miner, all of the enslaved miners stopped obeying my orders to stay put. I think this should be reported as a bug.
ther is no stand command for individual miners
and they stop obeying the command to stay still for all miners
They should be able to obey you like any other group of units.

The individual hold command on miners is replaced with gold/mana switch
the one in my mind was a bit similar
