Because they are chained up by the chaos empire mine carts that slows them and they were torture and some were shot or were brutally killed to death because they try to run or use the weapons against the chaos empire.

Goblins lives near the inamorta shores in small islands. Until Chaos captured them.

Goblins are basically a unknown poor tribe that was captured by chaos juggerknights and was forced to work for Medusa. And that time Elementals plays the role in this time where goblins juggerknights gaints medusa and eclipsers were there to capture the Elementals. The Elementals they fought very hard to defend there people but most likely the goblins did most of the work and there kind almost got wiped out by Elementals. But the Elementals has failed against the chaos empire and has been taken to the deagons in medusa castle.
After the fall of the Chaos empire the golbins were gone leaving chains and mine carts behind but the goblins has also taken the chaotic weapons with them. Like they disappeared into thin air and no one have seen them again. But now goblins seeks there revenge on any one who comes in there way. Legends say they still live somewhere in the deep woods of inamorta.

Like I nearly spill the whole lore/summary. But thats just the half of it there still more.
