The 25% debuff is overkill
but devs says they going to add mana for marrowkai and magikill

Merics heal cooldown is 1 second, you're increasing the cooldown to almost twice the time it takes to recharge enough mana for a single heal

since it manipulate opponent unit

it follows whoever spread the aggro effect first

that's like turtle master potion, where you hold your ground for certain amount of time
He's balanced already

I feel like both aggro and fear could fit for a jugg general (just not both at the same time)

The Jug General could have an ability that prevents enemy units from retreating, attacking, etc. for maybe 5-10 secs
That's better than straight up forcing a retreat
Thing is, they have to be nearby
