A big problem with Jorge is he is supposed to break stalemates but is just as strong without one

He can function normally as a general just without the UC, he isn't hampered by anything other than no UC, he trains nearly as fast, still affordable, and is a 1k HP heavy general with average speed.

His only weakness is how horrible he is at dealing with enemy generals because of his low single dps and cannot be UCed to prioritize or ignore them, which could singlehandedly decide wether Jorge could do his job or utterly fail
