this happens whether the enemyuse a hack as well as a fake shadow, or is it server problems in the game

It's not a hack or server problem. They changed the way UC get targeted. If you click hold position on the troops you want attacking the UC'd unit they will shoot it if it's the most nearby. Otherwise they'll ignore it if other enemy's are nearby. This was done to stop troop distract(like ripriders did)
