#minimum assured power on high end laptop cpus

Earlier today, someone was trying to convince me, and about five other people with “desktop replacement” Intel laptop CPUs (275HX, 13700H, etc.), that our chips are basically too weak to run games. (HELLDIVERS 2, DayZ, more, dispite having far lower minimum requirements.)

His claim is that once PL1 Tau expires and the CPU stops its boost phase, it supposedly drops down to the minimum assured power, in my case with the 275HX, that’s just 45 W. I’m stumped, because:

  1. 45 W is basically idle wattage, that’s nothing for a CPU.
  2. If this is true, what’s the point of PL1 (long-term power limit) existing at all? It makes zero sense.

And in my specific case, it’s even stranger because on the Legion 7i Pro Gen 10, PL1 is configurable through the LegionSpace app, and it’s the same situation (They also have configurable power settings or presets) for everyone else he’s telling this to.

the issue reported is low fps in helldivers, down from a consistent 120-140 to 45 fps. but still even then,

i did figure out it’s just a game bug

and hwinfo never shows signs of dropping to 45 watts for no reason..
