Mah dude it's an intel cpu. Give it a while it'll reach 100 💀. Anyway try to use a hollow small table or something to give the bottom of the laptop breathing room.
have you tried investigating whether there is a build up of dust/pet hair inside of your laptop? you can use a vacuum or compressed air to clean it out. 90 degrees is too high for normal use. the TDP is not much higher.
if that is not the case, you may have a faulty fan. do not put your laptop directly onto clothes or things that can cover the vents
yes but no build up of dust on the heat sink
and the fan speed is always high and makes a lot of noise
did you build your computer yourself?
i have seen people forget to take off the protective plastic on the CPU cooler before assembling. you may have a thin piece of plastic between your CPU cooler and your CPU. if that is not the case, then i would clean off the old thermal paste and reapply new paste making sure to add enough to coat the entire face of the cpu
