Does it usually happen when you load things that are new (since updating the driver) or do things that you haven't done (since updating the driver)?

uhh its hard to say but it randomly happens in war thunder and zenless zone zero but those two games are never happened that situation again yet after i reinstall the driver but genshin is still happens randomly is this only that game problem or the driver problem?

#

and when that situation occurs not only the game stutters the whole windows system stutters too...

With driver updates it can be normal to see large stutters for first time events until the driver is what I call "trained" (calibrated is probably a more correct word). Its an odd phenomenon but the stutters typically go away after the first renderings of new things to it. For example, if I update my driver and then go to play War Thunder, my game will stutter when I do anything (fire a missile, shoot a tank cannon, engage a jet's afterburner), but after that stutter for the first time for each action it goes away for that action. If the problem persists then it is probably some issue with the driver.

hmm its randomly happens a bit but thanks for answering my question ^^

so it is not some sort of hardware problem?

Most likely not, especially if you are seeing consistent and normal 60fps for the most part. Hardware issues typically show up with visual defects or consistently poor performance (from my experience).
