I formatted my computer and installed my new video card driver but it wouldn't download intel graphics software so as a solution I installed arc control panel from an old driver and when I run the new driver again this time it doesn't let me install it but deletes arc control and then won't install intel graphics software

If you want Intel to officially support you then submit a ticket with ICS, instructions on how to do this should be in a pinned post.
