About gaming performance i can recomend you buing old DELL optiplex and slap nvidia or amd gpu in it
the Celeron can turbo boost up to 2.41 GHz with a single core, if thermal limits allow it
is it overheating? you can download hw info and watch temps
But also, that 40 MHz difference isn't going to cause your games to not freeze
your games are freezing because its not a gaming device, it doesn't have enough RAM, and its likely hitting the page file
and even if you add more RAM, its still not something ever meant for gaming
if you have igpu that igpu will cut your RAM in half beacuse it needs videomemory
you mentioned that you have Intel uhd. that is igpu
you essentially have an Intel Atom processor
these are low-power, basic systems, not gaming
you can turn down the quality settings
You lack the CPU and the GPU power to game smoothly
my recomendation for budget-ish gaming pc
