is it a desktop? if so reseat the memory.
there's so many things that could cause this. sometimes 1 issue can have 10 different pathways to solving it things can be the cause.
please show photos.
like I don't think this can cause any thing necessarily but the secure boot security of your BIOS is tied to your windows install as well.
so you might have to be open to at least making sure you have a backup of your data from your main drive if you did or reset a windows then you haven't done anything to your install of windows so you should be able to do undo the setup of your secure boot token in your bios that accepts your drive and pairing of the OS drive.
not entirely sure on the secure boot thing. that was true you would not probably even get to the login screen I would think.
photos help definitely when it comes to issues you might be dealing with.
there are videos on YouTube where people well have issues and they can share results on how to go about resolving them most of the time.
All it really takes is some googling and research Reddit can be a friend as well if it's a custom system then and you built it yourself then it would be about looking into seeing whether or not like I said your components are seated correctly.
I know one of the things that they love recommending on here is doing a DDU application with being able to uninstall your graphics drivers.
if you have another computer at your disposal like a laptop and you have a spare USB drive possibly a USB drive with probably at least 16 GB of memory at least. You can use things like medicat USB toolkit
so like if you're windows environment didn't really work out so well and at least the monitor you know is good hopefully the graphics card is good. than being able to externally diagnose and mess around with Windows portable USB drive installers that you can just boot into are also great to have in your tool kit for troubleshooting in diagnosing installing windows troubleshooting doing external stuff to your windows installation as well
there is over six different ways you could go about things it's about trying different things until they work essentially the equivalent of a Rubik's cube and trying to solve it until you end up at a final result that works
sometimes a reset depending on if it's not a fresh install and it's from a recovery sector partition of your hard drive or SSD You could never know if maybe it wasn't able to correctly install the drivers that you needed so it could have installed older GPU drivers. it could have done something that messed with the stability of your system when it boots.

I just erased my PC memory now whent I got to the setup menu to choose a language it doesn't read my devices like mouse and keyboard so I'm stuck
Is this during the Windows Out of box setup phase for a reinstall of the operating system? If keyboard and mouse don't work then Windows needs a driver. Do you have any other peripherals you can plug in to get to the desktop then install the necessary driver?
Unless this is a laptop with spill damage on the keyboard and track pad.

Yeah that's the Out of Box experience setup phase. Have you tried different USB ports like the black colored one's? Those are the older USB 2.0/1.1 ports that Windows should have a built-in driver for.

It could be a eFuse was tripped to prevent damage to the devices connected. It's supposed to reset itself when the device disconnected

You could check in the BIOS to see if the USB ports are disabled for integrated peripherals/USB Controllers. Everything to do with USB should be set to Auto/Enabled.
Otherwise time to go shopping for a new keyboard, and mouse.

That's because you have to change the boot order priority with your BIOS once you've made a USB drive that you make an installer with.
