do i need new thermal paste?
Specs : amd ryzen 3 1200 quad
gtx 980
240gb ssd
a320m mobo
16gram
what does he do
Either the AIO is bad or the thermal paste needs redoing. What cooling is used?
Looks like a stock air cooler in first video above. Can try doing a repaste of thermal paste or if that fails. Getting a better air cool;er.

Is the cooler actually making contact with the cpu
Even if your fan weren't working or there wasn't any paste I wouldn't imagine it would get to 100c before even entering the bios on startup

unless the paste is a few mm thick that shouldnt be heating up that quick

If its not centered its probably doesn't have the correct mounting hardware and isn't making good contact
I would recommend buying a new cooler, I can give you a recommendation if you give me a price.
That is some pretty severe sag. Try to get something to prop it up a bit at the end. It could be Legos for I care.
Sag can kill a card, this is far more prominent on triple+ slot coolers.

then a few days ago he decided to clean his pc removed the cooler to remove dust and didnt install it properly

u think the best upgrade for the cpu he could do is a r5 3600

you can support 5000 series CPUs on that motherboard
needs a bios update though which would lose support for the current cpu

so long as there isnt much cheaper, I am unfamiliar with the pricing there

probably just go for the SN770, will be limited to gen 3 but if he upgrades in the future
the only upgrades he will probably do is the r5 3600 and this ssd
if he moves to a whole new platform in the future though
