In the motherboard itself or on the case?
both
if installed yourself
make sure clips from the i/o shield are not sticking into any ports
did you just instal windows? try installing:"Chipset INF Utility"
try disabling power saving in windows
go trough all bios settings?
some boards allow turning off ports to save power(could be an micro-atx thing?)

Sometimes you may find you'll need to reset bios/CMOS, so this video will show you the different ways of doing it even if you have an older motherboard or a newer one. Traditionally the way to reset bios/CMOS was to adjust the included jumper along the CMOS pins on the motherboard.

By default in the BIOS, all USB ports should be free.
I have and when I plug in my mouse and keyboard it does not work. But it does work when I plug a charging cable and my phone charges

If you can access the BIOS with the keyboard but can't use it in Windows, then the issue is with Windows. However, if you can access the BIOS with the keyboard, then you should reinstall Windows
And if you can't access the BIOS at all, then your motherboard is likely faulty. BIOS or UEFI should always recognize the keyboard independently.
If a BIOS reset doesn't help either, then consider replacing your motherboard. There's no solution for the USB problem other than a BIOS reset
