I think Walaber could publish a paid version on the App Store in addition to the Apple Arcade version to not lose out on profit (a lot of games do this).
But I think the issue might be his contract with Apple Arcade doesn't allow it. Did Walaber officially confirm he's not allowed to?

yeah, and tbh i wouldnt know this game existed without apple arcade so its free advertising
i think putting on apple arcade is the best option
if walaber wanna put it on the app store then there should be a + version
or else a lot of the players will just leave the community
