If you already designed your player character, maybe try some designs that complements the player character if they are allies, or contrast with the PC if they are enemies

You can design whatever you want, but you need to plan and write out what you want your chacaters to be, otherwise designing them without any clear directions will always be hard

If they are more stric, them a more formal outfit (like a military inspired uniform or a suit) would be better

Since they are antromorphized anyways, you have a lot of leeway when it comes to choosing their outfits

Yes and no, your player character still needs to stick out from the backgrounds during gameplay, otherwise your game becomes too hard, but if you plan on making a cast of wacky characters in a wacky world and the PC is the "only sane (wo)man" then the best way to create that contrast through visuals is by making the player more simplistic (Ex: they wear a black suit and have an overral more subdued color pallet) while the characters and the environment around them is more colorful

For shading, there is a lack of contrast between the base color and the colors used for shading, don't be afraid of pushing your shadows more. For instance, I see you used a light blue when shading the white clothing, but push that blue to be darker and more saturated would create more contrast. You can see in the lazy edit I made how pushing your colors to have more contrast makes the shading more noticeble
Also, I'm having a hard time identifying your light source. Was it supposed to come from above or in front of her?

Here is my drawing back in my first year of jhs, back than Im so proud of this

Im not a good advicer but,
the things that I want to pointed out is, everyone had their own process. It's not take everyone the same amount of time to reach some point.
It's take a lot of practice and times. Even til this day I still like this drawing no matter how goofy was it or how off is the proportion.
Since I know it's just one of the old step for me to be as good as I want to be. There's nothing to be shame about your own art. Well yeah maybe sometimes you can feel so bad just seeing your own art thinking why I can't be as good as that person. But still you need to remember that one drawing you take a look at is just your first step. You need to remember the feeling you put while drawing it. No matter how bad is it looks, if I keep doing art again and again I too maybe can get better.

And art is a non stop process, the end point is not near anywhere. Even ppl who draw goddess quality of art must be had their own anxiety when looking at their own art.

I think what make learning drawing long is, no one teach us drawing correctly since the first time we draw. And no one is pushing as to draw too.

Changing the mindset and than the perspective when you draw is the second step of learning how to draw after you get the will to learn it.

Everyones take a different times to understand about drawing. It's might take a genius a few days, it's might take me 7 year, it might take you more or less year. Everyones had a different pace to get and know it.

It's not like you can change your way of seeing drawing in one go too. So you need to keep drawing til you get what you want to do

when you're making a story

where you start first

the plot or the chara design

honestly I want to start from the plot but I cant imagine how the story goes without the chara picture and personality in my head first

I already had a lead about what the story gotta be like but I just cant start writing any plot (how is start,etc) because of it

You don’t have to start writing with the very beginning though you can even write the climax first and later tidy the rest to connect to the finale

Same goes for whether story or characters, you can add things when you need

If.. you had to write with making the work public one by one, the method would be useless though

I don't think there is a single correct answer for that. Some people write the main points of the story first, then build the character around the story setting. Others make the characters first (after deciding some other major stuff like world setting) and try to make the story around them.
I vaguely remember an interview for a Tales of game where the devs said that they created the cast first, them the story

I think it depends if your work is more character driven or more plot driven too
