If I had to make a wild guess, Roathe is the original Uriel. He probably spoke out against some Orokin ideology, maybe scientifically gave some evidence about some stuff they were doing and how it was wrong, or tried revealing to the public some stuff the Orokin were keeping secret, and was condemned as a liar because it went against the norm/they wanted to discredit him. Maybe he even worked with Albrecht? And maybe to punish him, they turned him into Uriel.
