For around 80% of Warframes, though, you'll want to get to the Duviri Paradox quest, which unlocks around the same time as Uranus. This unlocks the Circuit, which has a rotating set of Warframes every week, you pick one and then after doing a bunch of Circuit rounds (around 20?), you'll get all their blueprints

Ballas fitted him with a special transference bolt, an umbral transference bolt. This special bolt give umbra a will, but it replayed him killing his son over and over and over. Causing him to go insane. Ballas is a cruel man.
The transference bolt was so ballas taunt him secretly. It doesn't have anything to do with his sentience.
