You trigger a sister spawning by completing at least the first stage of the hardest granum void, if the level of the mission is about 30 ish then you should be able to find the sister candidate shortly after

Mission level doesn't matter, it's solely based on using a Zenith Granum Crown and killing enough enemies for the first reward tier.
