This is so far as I understand the way things went down. In the Strand of Khra that 1999 takes place in, The Indifference was mimicking Rusalka. The Albrecht we see in the 1999 quest is actually Albrecht

Wally is trying to bodyjack Albrecht, who's using the nuke you let go off to get out of 1999

Albrecht's parting gift is blowing a hole in you so that you reset the loop to help the Hex

because explaining things like a normal person is against his religion or something

Why he decided to help us? The running idea is that love is a concept so foreign and alien to The Indifference that it’s our best “weapon” to combatting The Indifference. In the Hex quest, we’d just met these goobers, so we don’t have that much compassion for them, but in the Finale, we’ve gotten to know these people, The Hex, at least well enough to where our Tenno Void Devilry is able to assist them
