The problem of kahl's mission is likely the fact that it's less entertaining than other content
Like Duviri at least have a fun system to make you powerful so you can sometime play duviri for actually just fun

He's technically been an urn since The Sacrifice; when he turns all weird because of the Vitruvian, you can actually see the urn-body faded in the background of his normal cube cephalon transmissions. Supposedly, there's a line somewhere after you finish The Sacrifice where Ordis actually asks you what you think of the new body he got from the Vitruvian, but I've never seen it (or don't remember it) play in-game.

After the New War, that body just becomes his new appearance.
