What you've misunderstood here is that just because all time is real, doesnt translate to "duviri has been there all along". We know that even if the void is an untime place, where time doesnt flow 1:1 with reality there is still a chain of causality between the void (thus duviri) and reality. Thus as much as the existence of duviri does become "theoretically accessible" in the great block of time, duviri still only exists past that temporal coordinate of time.
Albrecht would have to (and he might have been able to) change his time, except theres nothing saying he took that extra step to reach duviri instead of just going there because the event of its creation already happened in reality
a big reason for it is the aforementioned drifter-scholar connection and the fact that all of the duviri fragments are presented as being in an extreme past. there's also no mention ever of us in a distant event of the past

I write it all down at least once (for the Archives) so all of Warframe lore has passed through my head at one point. I don't have an eidetic memory or anything but it's all rattling around in there. Not having many other hobbies also helps.
