Don't waste 15 of it on seeker alone. Bank on the infinite ammo fire rate of the Death Knell buffs to cap them heads. Because the status is abysmal, you might wanna think to use faction damage mods or faction-weak elements like ViralxOrokin or HeatxInfested and stuff.

My suggested build would be hornet, diffusion, creeping bull, target cracker, 2 or 3 damage mods of your choosing, with the final flex slot.

He's main thing is stealth/invisibility, and he's extremely easy to use as stealth frame. He doesn't have much besides stealth and slight crowd control though.

Ivara has more stuff, but using her as stealth frame is slightly harder.

There are other options, such as wukong, ash, cyte, etc. but Loki is probably the easiest stealth frame to use, if stealth is all you're looking for.
