if anything, steel charge should have its cost swapped with dreamer's bond

bond is the new player aura that can be equipped on any frame with its omni polarity, you get it from your first junction, and it has a universal nonspecific effect that is only useful very very early in the game

so it's fitting to have it be the one standout for giving more mod capacity if you don't want to invest more into something, as new players have limited resources to do so

steel charge is just a melee version of rifle/pistol/sniper/shotgun amp, i have no idea why it randomly has a higher rank
