Duviri is a product of conceptual embodiment, aka big emotions make things via the void, this process is largely uncontrollable
Duviri is safe relative to everything else since it’s kinda just a civilization going through a constant timeloop, the worst they deal with until Isleweaver happens is largely boredom and the occasional Wally sighting

With Teshin in no condition to fight Duviri is probably the best place for him right now
