The Sentients could hijack tech, so Grineer were given gas powered tools to fight Sentients

The Tenno were given actual weapons based on the weapon the Dax had used

No tech weapons, but rifles, pistols and swords made with Orokin engineering and materials science

Meanwhile the Corpus weren't under the Orokin, so the tech bans didn't apply to them

They just ran for energy weapons, robots and AI-targeting systems

The Tenno still have the weapons they used back during the Old War, while the Grineer have customized their powertools and chemical weapons to be even more lethal, and the Corpus have leaned even harder into lasers and robotics

The Corpus were a pre-established group with an Archimedean, scientists, wealth, whatever Parvos might’ve got them, and just in general had educated people, so they started off from a better position with better tech and access to it and were better able to advance and expand

The Tenno were a high military caste, so also got advanced stuff, but fought the Sentients, so mostly had relatively simple weapons aside from the Frames.
