Ballas was consistently shown to "side" with the Sentients more than the orokin (for his own gains obviously) - he secretly was behind them in the first place, the vitruvian for Hunhow, he easily took control of them for Narmer, and he is seemingly the "face" of this treaty in the first place. Honestly, I think Ballas wants this peace, for whatever selfish reasons.

At first I did thought it was a "what if" reality made with the help of the lotus to kinda try to understand Tau before getting to the real Tau. That was until I remembered the Orokin created the Sentient so it made completely sense that they had them as servants way before the Old War

The only point this Old Peace works is after the war has started but before Hunhow made the jump to Origin
