I once read a comment about it that I really liked, as it makes sense as an explanation; it could be that 'subjects' that submitted themselves willingly to the whole warframe project-thing, hold some of their sanity more than those that weren't so willing to participate into it. For me, it makes sense given how Ballas mentions the Orokin "brutalizing" the minds of the subjects (at some level to no avail, apparently). Maybe the volunteers didn't went through that process?

I wouldn't be so bold to assume that, given how we can only work with the exposition we get. Everything else would, sadly, fall into fan speculation. But yeah, Ballas words "a Warframe with a single, burning memory" may attribute to that notion.

I would argue that it woudln't make much sense to leave a Warframe with only an specific memory, if said warframe wouldn't be able to reason said memory and thus experience pain through it. But, thinking about it, that could also point to an already existing level of 'remaining' sentience not necessarily related to the warframization' (for lack of a better term) process.
