I don't think they do any new permanent unvaultings, unless you're talking about the resurgence patterns

Resurgence only pairs frames + weapons that had parts appearing together in relics aside from then they put up multiple sets every now and then, so that's how they pick which will be paired, but as for pattern the only thing I've noticed is that it might be on a time rota, i.e., they rotate in whoever hasn't been in rotation the longest. It's not always 100% consistent tho and on rare occasions they mix up the pairings
