no it's not dumb, a kuva lich is like a personal nemesis, they will steal things from you every time you do a mission on a certain planet until you defeat them, at which point you get to choose between converting them and vanquishing them. if you vanquish them you get their weapon

my advice to you is not to worry about it for now, it will be on earth but the system for fighting them is currently really annoying to get into and about to be reworked, once follie and the shadowgrapher drop you can start worrying about them. you'll get back everything they stole when you defeat them anyway
